Privacy Policy for Presentment and Payment Platform Users

This presentment and payment Platform is owned by the Central Service Association. ("CSA") By using this Platform, with each use you are agreeing to and accepting the practices described in this Privacy Policy.

We collect Personally Identifiable Information ("PII") when you use our Platform. PII is information about you that can be traced directly back to and identifies an individual or your location. PII includes your name, address, employer, e-mail address, Internet Protocol (IP) address, telephone number, or other information that identifies your location.

This Privacy Policy applies only to PII collected by Central Service Association, its affiliates, or products and services available through this Platform, and does not apply to any other information collected by Central Service Association and its affiliated entities through any other means. This Privacy Policy does not apply to the practices of companies that Central Service Association does not own or control or to people that Central Service Association does not employ or manage.


Our Commitment to Security
This is a secure site and is audited regularly under the security standards of the payment card industry. As such, CSA is certified with the Level 1 (highest standards) of Payment Card Industry's Data Security Standards (PCI-DSS). The standard requires that we maintain physical, network, infrastructure, users and all other key aspects of security including virus protection. The standard also mandates frequent audits by Visa/MasterCard certified auditors against security risks.

CSA will endeavor to take all steps deemed reasonable by it to keep secure any information we hold about you, and to keep this information accurate and up to date. Your information is stored on secure servers that are protected in controlled facilities. We require our employees and data processors to respect the confidentiality of any personal information held by CSA.

Based on our PCI-DSS Level 1 compliance, CSA uses appropriate commercially available anti-virus software to ensure that this Platform does not contain or carry viruses. However, due to the rapidly developing nature of viruses and the Internet we strongly recommend that you employ similar anti-virus software when accessing the CSA Platform. CSA makes no warranty that the Platform or email correspondence is free from such viruses.


Our Policy
CSA recognizes the trust you place in us when you give us personal information. Except as otherwise provided in this Policy, CSA does not collect personally identifiable information from individuals unless it is provided to us voluntarily and knowingly. We will not sell or share your information with any companies for commercial purposes other than the utility or billing company you are making a payment to, affiliates of CSA, and associated processing networks for the purpose of processing your payment. In order to operate the Platform or deliver a service we may sometimes share your personal information with a service partner under strict conditions. Except as provided herein, CSA will not disclose any information about you to unaffiliated companies or organizations without your consent, unless:

  • required by law;
  • we believe it necessary to respond to an inquiry or provide you with a service which you have requested;
  • to implement our terms of service;
  • to protect the rights, property or personal safety of another CSA user, any member of the public or CSA, unless prohibited by law;

We may disclose PII in response to legal process; for example, in response to a court order or a subpoena. We also may disclose PII where we believe it is necessary to investigate, prevent, or take action regarding illegal activities, suspected fraud, situations involving potential threats to the physical safety of any person, or violations of contract; to verify or enforce compliance with the policies governing our services and applicable laws; or as otherwise required or permitted by law or consistent with legal requirements.

Cookies and Other Information
Like many companies, we may from time to time use "cookie" technology on our Platform. "Cookies" are small text files a Platform can use to recognize repeat users, facilitate the user's ongoing access to and use of the site and to track usage behavior of, for example, the Web pages you visit. Our Platform may automatically collect Cookies and other information, such as, but not limited to, your domain name and Internet protocol address, and compile aggregate data for statistical purposes to improve our content and services and administer our Platform.

Notification of Changes

If we decide to change our privacy policy, we will post those changes to this privacy statement on this page and other places we deem appropriate so that you are always aware of what information we collect, how we use it, and under what circumstances, if any, we disclose it. We will use information in accordance with the privacy policy under which the information was collected.
